Position Function:
The Construction Administrator position provides oversight of project scopes, budgets, contracts, designs, bids, construction compliance with codes and contracts, and day-to-day operational and tactical aspects associated with projects involving renovations, alterations and/or capital projects.
Salary Grade: 17

Essential Duties and Responsibilities:
1. Serves as liaison on assigned campus projects involving renovations, alterations and/or capital projects.
2. Manages construction progress including ensuring that procedures and materials comply with specifications; observing work in progress; and performing physical inspections to assure timeliness, conformance with requirements, and acceptability of work.
3. Performs administrative functions such as reviewing and writing reports, approving expenditures, enforcing rules, and making decisions.
4. Manages the services of architects, engineers, and contractors, ensuring quality work.
5. Performs and oversees physical inspections of contracted work to ensure contract compliance is adhered to and reports findings to appropriate personnel.
6. Provides technical direction and assistance to bring deficiencies to the contractors and monitors final resolution.
7. Ensures the development, accuracy, and submission of documents by contractors, consultants, architects, and engineers.
8. Works with contractors to close and accept projects.
9. Reviews applications for payment; recommends payment to the Bureau of Buildings on state financed projects.
10. Serves as the sole approver of contractor payments on University associated projects.
11. Fields and resolves complaints of contracted workers relating to prevailing wages and federal regulations.
12. Performs related duties as assigned.

Minimum Qualifications:
Education: Bachelor's Degree in Architecture, Building Science, Engineering, or related field.
Experience: 2 years in Management and construction administration of major commercial buildings.
Preferred Qualifications:
Master’s degree in related field.
Professional Registration.
Contract Administrator certification.
Knowledge, Skills, and Abilities:
Skill in organizing resources and establishing priorities. Ability to foster a cooperative work environment. Knowledge of federal, state and local safety regulations, protocols, and/or procedures. Knowledge of organizational structure, workflow, and operating procedures. Ability to develop, plan, and implement short- and long-range goals. Employee development and performance management skills. Skill in the use of personal computers and related software applications. Ability to supervise and train employees, including organizing, prioritizing, and scheduling work assignments. Ability to communicate effectively, both orally and in writing.
Working Conditions and Physical Effort
Occasional and/or light lifting required. Limited exposure to elements such as heat, cold, noise, dust, dirt, chemicals, etc., but none to the point of being disagreeable. May involve minor safety hazards.
Externally imposed deadlines; set and revised beyond one’s control; interruptions influence priorities; difficult to anticipate nature or volume of work with certainty beyond a few days; meeting of deadlines and coordination of unrelated activities are key to position; may involve conflict-resolution or similar interactions involving emotional issues or stress on a regular basis.
Job frequently requires standing, walking, reaching, climbing or balancing, talking, hearing, handling objects with hands.
Job occasionally requires sitting, stooping/kneeling/crouching/crawling, and lifting up to no more than 25 pounds.
