In the Office of Planning, Design, and Construction, the Construction Administrator is responsible for the managing the construction phase of capital improvement projects. This position coordinates with the users, design professionals and contractors hired by the University to ensure projects are completed on time, within budget and to the highest standards.

Salary Grade:  I- 15, II/III- 16 , Sr- 17

Capital Projects

Essential Duties and Responsibilities:

1. Directs and/or coordinates the work of Architects, Engineers and Contractors following the contract award for construction of all capital improvement projects.
2. Serve as primary point of contact for assigned projects. Includes contact with stakeholders, contractors, design professionals, other university departments, end-users, etc.
3. During the bidding phase on assigned projects, coordinate project transition from design to construction with the Associate Director of Design Services.
4. Facilitate meetings with internal and external parties to solve problems.
5. Manage the capital improvement budgets. Track all expenses related to the project which includes but is not limited to construction costs, design fees, miscellaneous expenses and FF&E.
6. Coordinates with governing authorities during all phases of the project.
7. Provides on-site inspection, coordination, and observation of capital improvement projects to ensure compliance with plans and/or specifications.
8. Prepare and track project documentation that require approval by others. Includes but not limited to change orders, budget increases, invoices, etc.
9. Acts as the University's representation during construction and during disputes between the contractor and architect.
10. Prepares correspondence to the architect and contractor as required.
11. Acts as a problem solver and makes recommendations.
12. Reviews necessary changes or modifications to the construction contract and makes recommendations to the Associate Director of Construction Administration.
13. Issues field reports and photographs documenting inspections and observations.
14. Reviews contractors' construction schedules and notifies the Associate Director of Construction Administration if critical paths are not being achieved.
15. Review and process contractor and design professional invoices for payment.
16. Make frequent visits to project sites to evaluate construction progress.
17. Reviews critical shop drawings approved by the architect and maintains project files.

18. Participates in the evaluation of potential professionals and contractors.
19. Examines plans and specifications during all phases of the work, including verification of existing conditions and dimensions.
20. Prepares required reports and maintains appropriate files.
21. During the design phase on assigned projects, coordinate site logistics. Once contracts are awarded, coordinates construction commencement announcements, manage outage notifications, & produces maps for areas of construction.
22. Performs related duties as assigned.

Supervisory Responsibility
This position does not have supervisory responsibility.

Minimum Qualifications:

Level I- Bachelor's Degree in Architecture, Building Science, Engineering, Construction Project Administration or related field plus 2 years of experience in Management of commercial construction projects and/or processes as a contractor, design professional, owner’s representative, etc.
Level II- Bachelor's Degree in Architecture, Building Science, Engineering, Construction Project Administration or related field plus 4 years of experience in Management of commercial construction projects and/or processes as a contractor, design professional, owner’s representative, etc.
Level III- Bachelor's Degree in Architecture, Building Science, Engineering, Construction Project Administration or related field plus 6 years of experience in Management of commercial construction projects and/or processes as a contractor, design professional, owner’s representative, etc.
Senior- Bachelor's Degree in Architecture, Building Science, Engineering, Construction Project Administration or related field plus 8 years of experience in Management of commercial construction projects and/or processes as a contractor, design professional, owner’s representative, etc.

Substitutions:
When a candidate has the required experience, but lacks the required education, they may normally apply additional experience toward the education requirement at a rate of one (1) year of relevant experience per year of required education. Indicated experience is required, no substitution allowed.

Working Conditions and Physical Effort

Physical Requirements/ADA
Occasional and/or light lifting required. Limited exposure to elements such as heat, cold, noise, dust, dirt, chemicals, etc., but none to the point of being disagreeable. May involve minor safety hazards.
Externally imposed deadlines; set and revised beyond one's control; interruptions influence priorities; difficult to anticipate nature or volume of work with certainty beyond a few days; meeting of deadlines and coordination of unrelated activities are key to position; may involve conflict-resolution or similar interactions involving emotional issues or stress on a regular basis.
Job frequently requires standing, walking, reaching, climbing or balancing, talking, hearing, handling objects with hands.
Job occasionally requires sitting, stooping/kneeling/crouching/crawling, and lifting up to no more than 25 pounds.
Vision requirements: Ability to see information in print and/or electronically.
