Position Function:
The Assistant Director, Parking for Transportation is responsible for all aspects of the MSU parking program. The position provides leadership on policies, technology, daily operations, general administration and oversight of the day-to-day operations that include, but are not limited to, citations, permits, meters, facilities, special events and gameday, maintenance of equipment, collection of revenue, parking records and reports, administration of policies, and system development.

Essential Duties and Responsibilities:
1. Responsible for all aspects of permitting, including ordering, allocating, and selling.
2. Responsible for all aspects of enforcement, including shift management and scheduling, daily
operations, zone designation, and fleet management.
3. Responsible for all aspects of access and revenue control gates, including but not limited to, maintenance and management.
4. Responsible for all aspects of meters and multi-space pay stations, including, but not limited to, maintenance and management.
5. Responsible for service aspects of battery jump-offs and tire air-ups.
6. Assists in scheduling and the development of operational plans for campus events and gameday, including work with third-party events or temporary staff.
7. Prepare various reports and analytics for all areas under their purview.
8. Develops and continually evaluates for recommendations of improvements and efficiencies including but not limited to, procedures, standards, equipment, staffing, etc.
9. Responsible for the interpretation of policies, rules, regulations; and supervising parking staff.
10. Responsible for contracting and managing needed third-party labor.
11. Responsible for preparing various weekly, monthly, quarterly, and annual reports.
12. Assists with oversight of special projects such as technology improvements, facility upgrades, and training.
13. Responsible for integration, process quality improvement, and communication between University departments, organizations, staff, faculty, students, and the community.
14. Assures compliance with all applicable laws, rules, and regulations pertaining to the operations of the department.
15. Assists in the organizational workflow of the entire unit.
16. Assists with paperwork assigned to this department is processed accurately, and timely.
17. Performs other duties as assigned.
Minimum Qualifications:
Minimum Focus
Education Bachelor's Degree Business Management, Public Administration or related field
Experience (yrs.) 5 years Experience directly related to the responsibilities listed above
Preferred Qualifications:
1. Masters' Degree
2. 5 years work experience directly related to responsibilities listed in job description
Knowledge, Skills, and Abilities:
1. Strong interpersonal skills.
2. Ability to supervise and train assigned staff.
3. Ability to communicate effectively and meaningfully both in written and verbal form.
4. Ability to cooperate with customers, residents, departments, and organizations.
5. Knowledge of computer programs and applications with experience in word processing, spreadsheet, database, and presentation software and the ability to track and analyze computer generated data.
6. Knowledge of T-2 software, Park Hub, ParkMobile, and banner is a plus.
7. Solid analytical, decision making and problem-solving skills.
8. Valid driver's license required, with a good driving record.
9. Successful completion of a background check.
10. Knowledge of public sector organization (preferred).
11. Ability to exercise sound judgment and discretion when managing complex and sensitive issues.
Working Conditions and Physical Effort
1. Regularly involves lifting, bending or other physical exertion. Often exposed to one or more elements such as heat, cold, noise, dust, dirt, chemicals, etc
2. Routine deadlines; usually sufficient lead time; variance in work volume seasonal and predictable; priorities can be anticipated; some interruptions are present; involves occasional exposure to demands and pressures from persons other than immediate supervisor.
3. Job frequently requires sitting, reaching, talking, hearing, and handling objects with hands.
4. Job occasionally requires standing, walking, stooping/kneeling/crouching/crawling, and lifting to 50 pounds.
5. Vision requirements: Ability to see information in print and/or electronically.
