This position reports to the Director of Enterprise Information Systems and manages the support and development of enterprise database systems and applications at Mississippi State University. This position coordinates the use of all resources required to develop and maintain software systems that EIS supports. This includes but is not limited to, drawing up project plans for the design, development, and/or installations of systems, databases, and application software; manage the strategic and tactical support of applications; manage supporting staff; apply systems analysis and design to solve problems and enhance user productivity; and manages and oversees that all systems under their support are documented.

Essential Duties and Responsibilities:

• Provide project leadership for your team enabling them to stay on time and on task.
• Consult with supervisors, systems analysts, programmers, and end users to develop functional design specifications and gathering information about program intent, functions, features; data requirements, input requirements, and output requirement; interfaces with other systems; and training and support.
• Facilitate various business process reviews and application prototyping sessions as well as provide business process analysis and insight into best practice methodologies.
• Serve as cross-module integration project coordinator to assist in the resolution of cross-module issues.
• Provide technical direction, instruction, and supervision, as needed, for assignments performed by reporting staff.
• Coordinate and manage conversions to new systems and conduct user education of new system.
• Manage the deployment, maintenance, and troubleshooting of core business applications.
• Manage the execution of testing procedures and development of test cases to serve the overall quality assurance process.
• Facilitate the creation and maintenance of documentation that describes programs, operating procedures, and installations, including, but not limited to, internal knowledge base, solutions, and project updates.
• Monitor, track, and report project risks, issues, milestones, and work completed.
• Stay updated on industry-wide changes, participate in technical user groups, and attend relevant training classes.

Supervisory Responsibility:
Supervises subordinate personnel.

Minimum Qualifications:

• A Bachelor's degree in Computer Science, Information Systems, Computer Engineering, or a related field from an accredited institution is required.
• At least ten years of experience in higher education with demonstrated experience successfully implementing, maintaining, and supporting Oracle database systems with Ellucian Banner ERP systems for college/university clients.
• A highly developed understanding of web services, API’s, and other integration technologies.
• At least eight years of significant customer service experience.
• Proven ability to assess business needs and translate them into relevant solutions.
• Strong understanding and knowledge of the principles and practices associated with database maintenance and administration.
• Previous experience with data modeling and/or developing systems in a Linux/Oracle environment using any of the following: C, Java, SQL, PL/SQL, Groovy, Spring, Hibernate, HTTP.
• Significant experience with all levels of the software development life cycle including requirements gathering, systems design, systems development/programming, testing, deployment, and maintenance of large enterprise systems.
• Experience in SSO deployment, administration and overseeing MSU’s SSO applications, including CAS, Shibboleth, SAML2 and Directory Servers.

Preferred Qualifications:

• Eight years of working knowledge of Oracle database systems with the Ellucian Banner ERP functional/technical environment.
• Eight years of experience developing systems in Linux/Oracle environment.
• Eight years of experience working in enterprise systems in the higher education environment.
• Eight years of experience working with Oracle SQL and related database analysis tools.
• Extensive Experience with SQL and PL/SQL programming.
• Strong programming and analytical skills with demonstrated ability to assume responsibility for supporting multiple systems at the same time.
• Experience in Identity and Access Management, supporting IAM processes and projects (both custom and OTS) ensuring authentication and authorization identities are provisioned and de-provisioned to many disparate systems.
